Zombie Dragons have a more solid combat stats with 6 Sword-like Claws (2 damage) + 2 Dragons maw (D6 damage). Terrorgheists can heal 1 or D3 wounds if they slew any models in the previous phase.
Terrorgheists have a slightly less combat strength, in therms of having 4 Skeletal Claws attacks (D3 damage) + 3 Fanged Maw attacks (D6 damage).
Zombie Dragons with a Hero on top of them have a save of 3+ (ancient Shield), plus they can heal D3 damages once per battle (Chalice of Blood).
